About European Commission's aid commitments:
- Not yet clear whether EEAS will help boost policy coherence for development or undermine poverty-focus of aid
- Sufficient safeguards to ensure effectiveness of blending operations in terms of poverty reduction not in place
- Proposed reform of aid to Middle Income Countries must be done in consultation with affected partner countries, and not further erode their leadership over development policies
- Must continue to be a leader in providing budget support and do further work to improve its impact on poverty reduction
- Must seek to mobilise and co-ordinate EU member states behind a strong position for the HLF4
