About France's aid commitments:
- In 2010 President Sarkozy made numerous new commitments but these need to be interpreted with caution
- Almost kept 0.51% 2005 pledge with ODA/GNI ratio of 0.50%
- Increase in loan disbursement to detriment of grants not consistent with national priorities
- Not acceptable to use climate finance to make up for donor countries’ inability to keep ODA pledges
- Partner countries agreeing on migration flow regulation agreements given priority for ODA allocation and disbursement
